Yes, you are still eligible for potential selection by the AINP Express Entry Stream even if you have completed your studies outside of Alberta.
AINP considers the student tie ups with Alberta, e.g. Alberta employment, job NOC code and also the relatives (if applicable) and nominates the Express entry Candidate. You need to meet the minimum CEC/FSW/FST criteria and have a minimum CRS score of at least 300 or more for Alberta to consider you for nomination under AINP Express Entry Stream.
AINP follows the standard selection practice published on their website and it’s not a lottery system. Chances of selection are pretty good if you meet all the selection factors mentioned above.

You need to be working in a skilled occupation at a skill level 0, A or B.
To meet the minimum criteria for CEC and holding a skill level B job you need at least CLB 5 in each band, and if it's a skill level 0 or A job then its CLB 7 in each band. If it's as a FSW then you need at least CLB7 and if it's as a FST then its CLB 5 in speaking listening and CLB 4 for in reading and writing.
