C11 Entrepreneur Work Permit
Canada's former Owner-Operator LMIA pathway was a popular immigration option for foreign entrepreneurs looking to buy or start a business in Canada. However, the special Owner-Operator LMIA advertising exemption was discontinued in April 2021.
For eligible foreign business owners and entrepreneurs, the C11 Entrepreneur Work Permit offers an alternative pathway to establish, purchase or actively operate a Canadian business without obtaining a Labour Market Impact Assessment (LMIA).
